The Secretariat for Utilities and Housing Services is responsible for:
- planning, development and conduct of public utility functions;
- ensuring that the material and other conditions are in place for conduct of ongoing public utilities functions;
- monitoring of conduct of public utilities functions;
- ensuring the maintenance of residential buildings and their safe use, keeping records on the organisation of residential building maintenance works and other obligations in accordance with the law, the City Statute and other regulations.

Functions relating to the supply of the City with heat and other energy, solid, liquid and gaseous fuels, public lighting and decorative lighting, are performed by the Energy Administration.

Functions relating to the management of City water resources, protection of water sources, purification and distribution of drinking water, collection, purification and drainage of atmospheric and waste waters, as well as protection of water-courses, are performed by the Water Administration.

ORGANISATIONAL STRUCTURE:

SECTOR FOR UTILITIES

a) the Investments Department has the following responsibilities:

• monitoring the functioning of the City public utility systems;
• participation in the drafting, and proposing the adoption to the City Assembly and the Mayor, of Development Programs - investment in public utility companies (Beogradski vodovod i kanalizacija - Belgrade Water and Sewage, Gradska čistoća - City Waste Disposal, Zelenilo Beograd - City Parks, Pogrebne usluge - Funeral Services, Gradske pijace - City Markets) and other companies to whom the City has delegated the maintenance of public utilities;
• development of a City Public Works Program, the aim of which is to create better living conditions and to preserve the City's material assets;
• preparation of technical documents and monitoring of investments, liaison between works contractor - expert supervisors - project supervisor - project designer, for works on:
- repair and reconstruction of the City water and sewage network,
- design and reconstruction of parks, squares, green and recreational areas, woodland parks, tree avenues, banks and shore areas of the Sava and Danube and part of the Topčider River (in some of the City municipalities), landscaping and preparation for the summer season on Ada Ciganlija, the only open-air public bathing area,
- repair and reconstruction of public hygiene facilities, fountains and drinking fountains in the City,
- repair of facades and roofs of protected buildings or buildings which are of cultural significance (conservation and restoration work),
- repair and reconstruction of certain buildings in City graveyards (chapels, crematoria and avenues of remembrance which are of historic or other significance);
• participation in the drafting of the City Budget Proposal, a proposal detailing the funds needed to finance the public utilities and City Public Works investment Programs;
• preparation of responses to requests by citizens and legal entities in connection with supply and consumption of water, collection of public utility charges, maintenance of public amenities and City graveyards, maintenance of facades, cleaning graffiti from the facades of residential and other buildings.

b) the Public Amenities Regular Maintenance Program Monitoring Department is responsible for the following:

• participation in the preparation and drafting of programs for the regular maintenance of public facilities - cleaning public surfaces, public green areas and recreational areas, paths and parking lots in new residential areas, green and other surfaces by or near the shore, woodland parks, public hygiene facilities, fountains and drinking fountains, street drainage, city graveyards and the open-air bathing area at Ada Ciganlija;
• regularly conducting on-site monitoring of the aforementioned programs, drawing attention to deficiencies and issuing instructions for elimination of deficiencies, together with deadlines for completion;
• participation in the City Spring Cleaning Campaign;
• participation in the drafting of the City Budget Proposal, through submission of a proposal for the funds required to finance the annual public utility maintenance program;
• preparation of responses to requests from citizens and legal entities concerning the maintenance of public City areas and, if necessary, taking appropriate steps in cooperation with the relevant companies.

SECTOR FOR HOUSING AFFAIRS

The Department for monitoring the maintenance of public housing is responsible for:

• monitoring the status of public housing with respect to maintenance of common areas, equipment and electrical installations in residential buildings on the territory of City municipalities: Voždovac, Vračar, Zvezdara, Novi Beograd, Palilula, Rakovica, Savski Venac, Stari grad, Čukarica and Zemun; submitting proposals to the Mayor of the City of Belgrade for resolution of urgent problems relating to the maintenance of communal areas of residential buildings, roofs, facades and lifts and taking specific measures concerning these;
• monitoring the work of JP "Gradsko stambeno" (City Housing public company) and, together with the specialised departments of this company, taking action in response to requests from citizens;
• offering assistance to tenants' associations concerning their organisation, operation and resolution of maintenance-related problems in residential buildings.

SECTOR FOR ADMINISTRATIVE AND LEGAL AFFAIRS

The Department for Regulatory and Legal Affairs is responsible for the most complex regulatory and legal matters, such as:

• preparation and drafting of proposals for regulations and other general enactments to be ruled on by the Assembly in the areas of utilities, housing and energy;
• legal opinions on the application of regulations in these areas;
• provision of expert assistance to council administrative bodies in application of the regulations in these areas and consideration of initiatives, opinions and proposals from council administrative bodies;
• comments and suggestions regarding draft and proposed enactments and other regulations;
• legal supervision of the documentation of public utility companies and the City housing public company;
• contracts and other legal affairs concerning public procurement in these areas;
• employee relations and other legal affairs in the jurisdiction of the Secretariat.

SECTOR FOR IT AND PUBLIC RELATIONS is responsible for:

• specialised, analytical and creative tasks relating to planning, implementation and use of information technology which is of interest to the Secretariat and the City;
• creation, maintenance and use of dedicated databases and information services;
• exchange of data and cooperation in the area of IT with public utility companies, administrative bodies and other bodies with the aim of creating a unified information system;
• compilation of specialised submissions and analyses.

 

In order to provide public utility services, the City of Belgrade has founded the following public utility companies:
- JKP "Beogradski vodovod i kanalizacija" (Belgrade Waterworks and Sewage)
- JKP "Beogradske elektrane" (Belgrade Power Stations)
- JKP "Zelenilo Beograd" (Belgrade City Parks)
- JKP "Gradska čistoća" (City Waste Disposal)
- JKP "Pogrebne usluge" (Funeral Services)
- JKP "Infostan" (combined utilities billing company)
- JKP "Gradske pijace" (City Markets)
- JKP "Javno osvetljenje"
- JP "Gradsko stambeno" (City Housing)
- JP "Ada Ciganlija"
- JP "Beogradvode"
 

As well as these, the City of Belgrade has delegated certain individual public utility services to the following companies:
- JP "Srbijašume" - maintenance and landscaping of woodland parks within the City of Belgrade
- Preduzeće "Dimničar" - chimney-sweeping services
