Public-private partnership for waste treatment and disposal services invitation for expression of interest

PUBLIC-PRIVATE PARTNERSHIP FOR WASTE TREATMENT AND DISPOSAL SERVICES
INVITATION FOR EXPRESSION OF INTEREST

The Local Waste Management Plan of the city of Belgrade 2011-2020, adopted by the City Assembly of Belgrade in 2011, envisages the improvement of waste collection and transport practices, an increase in waste re-use and recycling, the construction of waste treatment (including energy from waste) facilities, the remediation of the existing landfill and the creation of a new sanitary landfill at  Vinča.

The City of Belgrade has decided to develop waste treatment and disposal facilities (the “Facilities”) through a Public-Private Partnership (PPP) model, whereby a private partner will be selected through competitive tender to enter into a long-term agreement with the City to design, build, finance, operate and transfer the Facilities (the “Transaction”). For clarity, the scope of the Transaction does not include waste collection and primary transportation.

The Facilities shall be designed to process all types of waste to be disposed of by the City (e.g., municipal, commercial, industrial), so as to reduce the quantity of inert waste disposed in the landfill. The overarching objective of the City is to bring Belgrade’s waste disposal practices into accordance with the effective Republic of Serbia regulation,  in line with EU regulation, and within the context of the country’s EU accession negotiations.

With the objective of identifying the level of interest among potential private partners, the City is seeking Expressions of Interest (“EoI”) from interested companies with proven experience in financing, designing, building and operating (i) integrated waste treatment (including energy from waste) facilities with capacity to treat at least 1,000 tons per day, and (ii) existing and new waste disposal facilities with leachate treatment and landfill gas utilization.

In 2015, the City intends to conduct a competitive tender process to select the private partner(s) with whom to enter into this Transaction. This request for EoI is not binding, and does not form part of the tender procedure which will be launched at a later date. IFC, a member of the World Bank Group, has been appointed by the City as Exclusive Lead Transaction Advisor on the structuring and implementation of the Transaction.

Interested parties are invited to submit an EoI with the following information:
1. Full name and address of the company, contact person and contact details;
2. Short description of the company’s activities (max. 3 pages);
3. Short description of the company’s experience in waste treatment and disposal; and
4. Copies of the company’s two most recent audited financial statements

The written EoI should be prepared in English and delivered no later than 3pm CET on [Thursday, February 5th, 2015] to the City of Belgrade,by e-mail (not exceeding 6MB) with a copy to IFC, at the addresses below.
