COLONIAL GOODS, DIVIDED IN 9 (NINE) LOTS

The City of Belgrade –Service for Centralized Public Procurement and Control of Procurement, as the Centralized Public Procurement Body, invites all interested persons to prepare and submit their bids in writing, in the open procedure for centralized public procurement of goods, in accordance with the Law on Public Procurement, Bylaws regulating this area, tender documents and this invitation, in order to conclude framework agreement.

1.    Name, address, website of the Contracting Authority: The City of Belgrade – Service for Centralized Public Procurement and Control of Procurement, Kraljice Marije Street No.1, Belgrade, www.beograd.rs.

2.    Type of Contracting Authority: Local Government Unit.

3.    Type of public procurement procedure: Open procedure for centralized public procurement, in accordance with the Law on Public Procurement and Bylaws regulating public procurement.

5.    The Subject of the public procurement divided in 9 (nine) lots as:

Lot 1: Basic foodstuffs
Lot 2: Edible vegetable oils, margarine and mayonnaise
Lot 3: Fruit and vegetable products
Lot 4: Fruit juices

Lot 5: Dried and monocomponent condiments, dehydrated products, crude seeds, sweet and powder products
Lot 6: Confectionery/cookie
Lot 7: Confectionery/chocolate, cream and other confectionery
Lot 8: Tinned fish and canned meat
Lot 9: Coffee and refreshing non-alcoholic beverages

6.    Procedure for centralized public procurement is conducted in order to conclude framework agreement, with one bidder, separately for each lot, with validity period of one year, while the individual public procurement contracts will conclude the following contracting authorities: 
1)    City of Belgrade-City Administration-Secretariat for Education and Children’s Welfare
2)    City of Belgrade-City Administration-Secretariat for General Affairs 
3)    City of Belgrade-City Administration-Secretariat for Social Welfare
4)    „Belgrade Land Development Public Agency“ PE
5)    Public Utility Company „District Heating Plants of Belgrade”
6)    Public Utility Company “Belgrade-road”
7)    Public Utility Company “Water Supply and Sewage of Belgrade”
8)    Public Utility Company “City Sanitation”
9)    Public Utility Company “Infostan tehnology”
10)    Public Utility Company “Parking services”
11)    Public Utility Company “Funeral services”
12)    City Public Transport Enterprise „Belgrade”.

7.    Criteria for evaluation of bids: The lowest price offered.

8.    Manner of taking over the tender documents, namely website where the tender documents is available: The Tender documents may be taken over on the Public Procurement Portal of the Public Procurement Office and on the Public Procurement Portal of the City Belgrade (https://nabavke.beograd.gov.rs) or through the link which will be posted on website: www.beograd.rs.

9.    Manner of bid submission and the deadline: The bids are prepared and submitted in accordance with the Invitation for submission of bids and the Tender documents. The bidders shall submit their bids, either directly or by post, in a closed and sealed envelope or box, to the following address: The City of Belgrade – Service for Centralized Public Procurement and Control of Procurement, Belgrade, Kraljice Marije Street No. 1 (registry office, 3rd floor), within 28 days from the day of published Invitation for submission of bids on the Public Procurement Portal of the Public Procurement Office, until  4th of January 2020, at 09:30 AM, with the mark: “Bid for Public Procurement No. 15/20 – Colonial goods, divided in 9 (nine) lots (with number of the lot(s) for which the bid was submitted) - DO NOT OPEN.” 
On the backside of the envelope/box, the bidders should indicate following data: the name of the bidder, its address and telephone number, as well as the name and surname of the contact person.
The bid must be closed in such a manner that, at the opening, it is possible unambiguously establish that they are being opened for the first time. In case a group of bidders submits the bid it is necessary to indicate on the envelope that is a joint bid, and give the names and addresses of all participants in a joint bid.

Tenderers submitting a bid for lot 4 are obliged to submit with the bid, in a separate box, two samples for items under numbers 1 and 3. The samples must also be packed with a sticker stating the exact name of the bidder, address, telephone number, as well as the name and surname of the contact person, indicating: "Public Procurement Samples for PP No. 15/20 - Good - Colonial goods, formed in nine lots - Lot 4, DO NOT OPEN".

Tenderers submitting a bid for lot 6 are obliged to submit with the bid, in a separate box, three samples for items under numbers 1, 3 and 4. The samples must also be packed with a sticker stating the exact name of the bidder, address, telephone number, as well as the name and surname of the contact person, indicating: "Public Procurement Samples for PP No. 15/20 - Good - Colonial goods, formed in nine lots - Lot 6, DO NOT OPEN".

Tenderers submitting a bid for lot 8 are obliged to submit with the bid, in a separate box, three samples for item under number 4. The samples must also be packed with a sticker stating the exact name of the bidder, address, telephone number, as well as the name and surname of the contact person, indicating: "Public Procurement Samples for PP No. 15/20 - Good - Colonial goods, formed in nine lots - Lot 8, DO NOT OPEN".

10.    Place, time and manner of bid opening: Public opening of bids will be conducted 4th of January 2020, at 10:00 AM in the premises of the City of Belgrade – Service for Centralized Public Procurement and Control of Procurement, Kraljice Marije Street No.1, 11000 Belgrade, 7th floor, office 705.

11.    The conditions under which the representatives of the bidders may participate in the bid opening: 
All interested person can attend public opening bids, but only authorizes representatives of the bidders who will submit to the Committee its authorization before the opening of the bids, can actively participate. The authorization must be filed by the bidder, stamped and signed by the authorized person of bidder, with a note that it refers to the concerned public procurement.

12.    Deadline for making Decision: The Contracting authority will make Decision within 40 (forty) days from the day of public opening of bids.
