Preparation of Waste Water Master Plan and Solid Waste Master Plan tender dossiers

Short Term Experts (STE) from the MIISP Consultant, COWI, are at the moment working on preparation of two tender dossiers including the Terms of Reference for preparation of Waste Water Master Plan and for Solid Waste Master Plan.

Waste Water Master Plan (WWMP) for the City of Belgrade will cover the period until the year 2030 and include assessment of the existing waste water and storm water systems, planned and partly implemented new waste water structures and condition of the existing sewer system.

The Master Plan will include the waste water systems, covering collection, transport, treatment and disposal of effluent sludge, proposal for phased implementation of the proposed solutions, feasibility study for proposed first phase, strategic assessment of environmental impact and assessment of relevant local planning documents.

The WWMP consultant will also prepare Tender Documents for a separate CCTV contract and based on CCTV investigation, will assess the condition of the existing sewer system.

Tender dossier for the Waste Water Master Plan is expected to be ready for an international tender before the end of year 2006.

Waste Management Master Plan (SWMP) will cover the period until year 2030 and comprise of the following activities: objective description of the existing waste management situation, identifying the most urgent waste management problems and issues, determining objectives and targets for development and improvement of the existing waste management system, identifying of appropriate improvement measures and selection of optimal scenario in multi-criteria analysis as well as the environmental assessment.

Objective description of the existing waste management is to assess waste generation and collection system, treatment and disposal of waste including status of treatment facilities. Financial and legislative aspects of waste management are to be thoroughly considered as well.

While identifying appropriate improvement measures, WMMP will consider technical, environmental, institutional/organisational aspects especially having in mind private sector participation efforts. Three to four development scenarios are to be formulated based on these options.

Tender dossier for the Waste Management Master Plan is expected to be ready for an international tender before the end of year 2006.

COWI, under the MIISP Project financed by the EAR, has successfully set up of a PMU within the City of Belgrade. Under the same project, it is also providing support to the PIUs of the major infrastructure investment projects in the City of Belgrade under the Municipal Infrastructure Reconstruction Programme.
