City Authority
The City of Belgrade is a separate territorial unit, in which the citizens run the local self-government. The City of Belgrade conducts the operations of the municipalities stipulated by the Constitution, operations entrusted to it by the Republic pursuant to the legislation, those from the framework of its own authorities and responsibilities, as well as other operations laid down by the legislation and City Charter.
The bodies of the City of Belgrade include:
- City Assembly
- Mayor
- City Council
- City Administration of the City of Belgrade
The Territory of the City of Belgrade is stipulated by the legislation. The boundaries among the City Municipalities are determined by the decision of the City Assembly based on the previously provided opinion of the assemblies of urban municipalities.
The City of Belgrade comprises 17 urban municipalities:

The authorities of the City of Belgrade include:
- Adoption of the City development programs and bylaws for their implementation from the scope of authorities of the City of Belgrade;
- Adoption of the budget and annual financial report;
- Adoption of the regional physical plan and urban development plans further to the previously obtained opinion of the urban municipality, whenever the plan to be adopted relates to the area of such a municipality;
- Regulating and ensuring of the operation and development of the public utility services, as well as the material and other conditions for their continuous performance;
- Looking after the maintenance and safety of use of apartment buildings, and deciding on the compensation amounts to be collected for the apartment buildings maintenance;
- Keeping records on the method of organizing operations of apartment buildings maintenance;
- Adoption of programs on the building land planning; planning and ensuring of the performance of operations related to the building land planning and use, and deciding on the reimbursement amounts payable for the building land planning and use;
- Granting of the building land lease in conformity with the legislation, except for the building land to be leased by the urban municipality under the present Charter;
- Issuing of approvals for construction of buildings/facilities exceeding 800 m2 of gross area, as well as for infrastructure facilities;
- Founding of the public company with the aim of providing necessary conditions for the building land planning, use, improvement and/or protection;
- Adopting of regulations on and securing the use of commercial premises it administers; deciding on the reimbursement amounts for the commercial premises use and carrying out of the supervision over the commercial premises use;
- Looking after the environmental protection, adopting of programs on the natural treasures use and conservation, and environmental protection programs, or local roadmap and/or rehabilitation plans harmonized with the strategic documents and/or interests and specifics of the City, and deciding on the particular environmental protection and improvement fee;
- Regulating and making provisions for the execution of operations of construction, rehabilitation and reconstruction, maintenance, protection, utilization, development and management of the local and/or unclassified roads, and streets in a housing project as well;
- Regulating and ensuring of specific conditions and organization of the passenger taxi transport;
- Regulating and ensuring of the organization of the liner shipping transport performed in the City territory, as well as determining of coastal and river areas, whereat hydro engineering facilities may be constructed and/or vessels/facilities positioned;
- Establishing of the commodity reserves and deciding on their scope and composition further to the approval of the competent Ministry aimed at meeting the needs of local inhabitants;
- Founding of institutions and organizations in the spheres of the elementary education, culture, primary health care, physical education, sports, child care, social welfare and tourism, as well as monitoring and ensuring of the operation of such institutions and organizations;
- Organizing the performance of operations in connection with the conservation of cultural assets significant to the City; promoting of the cultural and artistic amateurism; creating of conditions for the operation of museums and libraries and/or other institutions the City has founded;
- Organizing of the protection against natural and other major disasters and fire protection, and creating of conditions for eliminating or mitigating aftermaths of such disasters;
- Deciding on the elements of protection, use and/or planning of the farmland, and looking after their implementation; establishing of the erosive areas; looking after the utilization of the pasture land, and deciding on using the pasture land for growing other crops; encouraging and assisting the cooperative movement development;
- Adopting of regulations and deciding on the manner of utilization and management of springs, public wells and drinking fountains; determining of the water management requirements, issuing of the water-management approvals and permits as to the facilities of the local significance;
- Encouraging of and looking after the development of tourism in the City territory, and deciding on the tourist tax amount;
- Looking after the development and upgrading of the catering, handicrafts and trade, adopting of regulations on the working hours, sites whereat certain activities may be performed and/or other requirements as to their carrying out;
- Adopting of regulations and organizing of operations in connection with keeping and protecting domestic and exotic animals/pats;
- Organizing of affairs related to the legal protection of rights and interests of the City;
- Constituting of bodies, organizations and/or services needed by the City, and adopting of regulations on their organization and operation;
- Organizing of services of the legal assistance to citizens, if required;
- Ensuring of public information of importance to the City;
- Adopting of regulations and ensuring of the use of name, coat of arms, and/or any other symbols of the City;
- Performance of other operations of the immediate interest to citizens, and in conformity with the Constitution, legislation and/or City Charter.
The operations of the City of Belgrade are financed out of taxes, stamp duties, reimbursements/fees and/or other public revenues under the legislation. The funds provided by the Republic, under the legislation, for carrying out operations within the scope of rights and responsibilities of the Republic belong to the City. Pursuant to the legislation, funds may be collected by way of a self-imposed tax with a view to meeting citizens’ needs in the City or its part. The City independently manages the revenues and receipts that belonging to it. The City Assembly and Mayor decide on spending of the budgetary funds.
